We investigate the spectral evolution of 13 classical soft X-ray transients with peak RXTE/ASM flux above 40 mCrab and evidence for type 1 X-ray bursts. Public data before 2004 March in the RXTE/PCA archive were used to create X-ray spectra for each continuous exposure interval, while excluding X-ray bursts. On the normalized color-color diagram, the superposition of multiple outbursts from Aql-X1 and 4U1608-52 produces distinct soft and hard tracks, and similar behavior is seen in 10 other bursters, although with considerably less coverage. Only EXO 1745-248 exhibits episodes of anomalous behavior, as indicated by both unusual X-ray colors and variability. We discuss alternative ways to model these X-ray spectra. We find that all of the spectra from the 13 bursters can be successfully modeled using a disk blackbody, an Fe emission lines, and either a power law or broken power law. The soft branch requires a broken power law, the initial photon index is 2.5 to 3.5, the break energy is near 15 keV, and the thermal component hovers near 2 keV. The hard branch needs only a simple power law, with index 1.6-2.0, and a disk temperature 1-2 keV. The soft and hard tracks are also distinct in plots of the thermal flux vs. power-law flux. These results share many similarities, as well as a few distinct differences, compared to outbursts from black-hole transients.
