We propose to complete an X-ray spectral survey of energetic rotation-powered pulsars to a spin-down power of Edot less than 10E36 erg/s. This survey makes use of both new and archival observations. Of the 28 most energetic pulsars known, the top 13 are observed as bright X-ray emitters which collectively reveal a correlation between their 2-10 keV spectral slopes and their spin-down power. This result is perplexing and suggests an evolutionary sequence based on Edot which predicts a spectral transition at a critical E dot. We propose to complete this survey by targeting the 7 remaining unobserved objects. These observations will provide important new insight into the emission mechanisms of young rotation-powered neutron stars and strongly constrain pulsar emission models.
