Search techniques and rationale in the U.S. research program are discussed. Attention is given to the High Resolution Microwave Survey, which provides sufficient processing capabilities so that many of the previous constraints on presumed signal characteristics can be eliminated. It will be possible to systematically search all frequencies within the terrestrial microwave window, at sensitivities that could detect the range of powers typical of terrestrial transmitters if they were situated at the distance of the nearest stars or half way to the center of the Galaxy.
