The dwarf population of starburst galaxies is analyzed by the evolving population synthesis method. The results show that the existence of an additional dwarf population can fit the observations of number counts and the redhsift survey nicely. As an additional population these dwarf galaxies can evolve easily into low surface brightness galaxies and become undetectable in our local neighborhood. This population is a proper candidate for interpreting the observations of number counts and redshift surveys.
