A mechanism for the stimulated emission of multicharged ions that is associated with the production of expanding plasma clots at collisions of interstellar dust grains with high relative velocities (greater than about 10 km/s) is proposed. An approximate analytical method is developed for determining the multiplicity of the charge, z, of the emitted ions. It is shown that under conditions of impact of high-latitude high-velocity clouds with matter of the Galactic disk, i.e., at V = 70-300 km/s, ions of such elements as Fe, Si, O, etc. with z = 4-16 and an initial kinetic energy of the order of 1-10 keV are produced. The process under consideration must be taken into account in the problem of the stimulated emission of Galactic cosmic rays and the soft X-ray diffuse background of the interstellar medium.
