With the large number and variety of missions phases currently under consideration for Mars exploration, it is likely that some form of Local Navigation Infrastructure (LNI) will be necessary especially for critical mission phases. It is assumed that surface beacons (Navsites) are going to be needed to provide a stable planetary reference for just about any navigation infrastructure envisioned. As a result, infrastructure establishment must include both surveying the beacon locations, and then using them to maintain the satellite ephemeris of any orbiting infrastructure elements (Navsats). By means of physical and mission constraints, this study identifies some of the key design drivers for such an infrastructure, and investigates the performance of some candidate minimal systems.
