The European Incoherent Scatter (EISCAT) radar system in northern Scandinavia is a major new geophysical tool. This paper reviews the physical principles of the incoherent scatter technique and how they are applied by EISCAT; briefly describes the system; and outlines the principles of designing experiments and analyzing the data. It assembles various information which may be useful to present and future users of EISCAT, but which is not readily available in the literature; and reviews some early scientific results in a sequence from the solar wind, through the magnetosphere and ionosphere, to the middle atmosphere.
