The dependence of the radio spectral index α on diameter and age is discovered for all galactic young (<1800 yr) shell supernova remnants (SNRs) on the basis of data for these SNRs. It is shown that the empirical evolution of α is satisfactorily described by Cowsik's (1979) model of the second-order Fermi acceleration mechanism acting on electrons injected at the moment of supernova outburst. The agreement with Cowsik's model confirms that young shell SNRs and probably many other shell SNRs must not contain injections of relativistic particles such as pulsars inside plerions.
