A comparative analysis of fluctuations of energetic-particle fluxes and magnetic-field components is carried out on the basis of Intercosmos-19 data and ground-based observations of geomagnetic pulsations at high-latitude stations during magnetic storms. The results suggest that the energetic particles are modulated by the pulsating transport of hot plasma and solar cosmic rays from the solar wind into the magnetosphere.
