Expressions are derived which describe the spectral characteristics of
signals reflected from the ionosphere during vertical and inclined
soundings depending on the form of the three-dimensional spectrum of
plasma fluctuations. Methods for the diagnostics of the spectrum of
irregularities and the direction of their drift are examined.
