High negative velocity clouds (VLSR < -100 km s-1) of neutral atomic hydrogen (HVC) are found in close positional coincidence with enhancements in the soft X-ray SAS-3 and HEAO-1 satellite and the Wisconsin rocket surveys. The authors propose that the soft X-rays are caused by conversion of the collective motion of the HVCs into thermal energy during a deceleration process in the galactic gas. The X-ray count rates indicate a heating of the gas to about 106K. In the case of the HVC in the Draco Nebula a density of few times 10-2cm-3 is required to explain the X-ray emission observed. In the light of this proposal the spur like appearance of HVCs can be explained.
