The effect of rotation on the instability of radial orbits in collisionless gravitating systems (elliptical galaxies, bulges of disk galaxies, etc.) is examined. The dispersion relationship for the exactly solved problem of small perturbations in the simplest model of a rotating spherical cluster with highly elongated stellar orbits is derived and investigated.
