An appropriate form for the steady-state intracluster relativistic electron energy spectrum is derived, taking into account all the dominant energy loss mechanisms. The Compton X-ray flux is calculated and compared with the soft X-ray thermal flux. The amount of heating of the intracluster gas by energy loss of relativistic electrons in electronic and Alfven wave excitations is estimated.
