Electrically counterpoised dust (ECD) is pressureless charged matter in
equilibrium because its charge density is equal to its mass density (in
relativistic units). I present an exact solution representing a local
distribution of ECD embedded in an expanding universe with zero spatial
curvature. The distribution participates in the expansion.
