The study of galaxy formation and evolution has long been a primary goal of HST. Unfortunately, observations only provide snapshots of galaxies at a fixed time in their development. What remains elusive is a reliable framework for interpreting these snapshots and assembling them into a coherent picture of galaxy evolution. We propose to build this framework. This past year, we achieved the landmark milestone of successfully "growing,'" in hydrodynamic simulations, two high-redshift linear perturbations into robust realizations of galaxies. The galaxies, one in a Lambda-CDM cosmology and the other in warm dark matter, exhibited stable disks, accurate scale- lengths, and reasonable dynamical and morphological characteristics. By simulating many galaxies of different masses, formation times, interaction histories and environment, we will explore galaxy properties over a wide range of parameter space in a campaign designed to complement current HST observations. We will also produce synthetic imaging of these galaxies in order to provide data in a form that is easily usable by the HST observational community.
