An optimal linear filtering algorithm for determining the orbital elements of a satellite is described. The algorithm provides for maximum guaranteed reliability of the determination of a given element for the case of general constraints placed on the mathematical delay and the covariance or correlation matrix of initial-data errors, under the assumption that the errors of this element have a Gaussian distribution. The solution algorithm is based on a quadratic programming method. As an example, the radial velocity of a satellite is determined optimally from range measurements.
