Arguments are presented which favor an increase in the distance scale of planetary nebulae (PN) by 30% as compared with the Seaton-Webster scale. The consequences for evolutionary tracks, PN and white-dwarf relations, and birth rates are discussed. It is concluded that, contrary to Smith (1976), white-dwarf birth rates are not grossly underestimated and that the proposed change in the distance scale of PN brings white-dwarf and PN birth rates into almost complete agreement
