A modified version of the code LINESPEC designed for many purposes is described. Its main goal is to simulate absorption line spectra of the quasars. The spectras are formed due to passing of continuous quasar radiation through distant intervening clouds situated between the quasar and the observer. Calculation is performed under the assumption that the cloud's plasma is in the state of radiative-collisional equilibrium. LINESPEC includes most recent literature and original data on recombination and ionization rates of atoms and ions of H, He, C, N, O, Ne, Mg, Al, Si, S, Ca, Fe. These may be useful for solving various problems of plasma physics, atomic spectroscopy and astrophysics.
