A mechanism for generating magnetic fields is proposed, with hierarchical vorticity required to overcome the time-scale problem, and axial currents associated with a pinched magnetic vortex tube (MVT), when interrupted by local denudation, are found to provide a solution for the mechanism by which charged particles are accelerated up to the maximum observed for cosmic rays. Evidence for MTVs on both stellar and galactic scales is provided, and MTVs seem to channel bipolar outflows of gas and to be manifest in many cases as jets of synchrotron emission. Implications of the model for the reappraisal of the character of cataclysmic outbursts of both optical and X-ray flux, and of the character of both X-ray and radio pulsars, are considered.
