Many of the scientific objectives of X-ray astronomy for the 1990's and the 21st century require high throughput. Three phases of high throughput telescopes are discussed. 1/sq m, 10/sq m, and 100/sq m effective areas. The era of the 1/sq m telescope will commence in the late 1990's with the launches of XMM and LAMAR. A 10/sq m facility could be built with existing technology and launched as a free-flyer on a rocket like the Soviet Energia. With its relevance to X-ray astronomy's scientific objectives the 10/sq m facility should be given high priority as the first major initiative of the 21st century. A 100/sq m facility could occur in the middle of the 21st century. Although it is rather speculative, an appropriate site for the 100/sq m telescope is a lunar base where X-ray optics can be manufactured in situ.
