Ground-based spectroscopic observations of emission features discovered in comet Halley by the Vega-1 spacecraft are reported. At a resolution of 0.012 the emission consists of several components between 3.2 and 3.6 microns and appears to be superpositions of C-H group bands. Molecular or small particle emission seem possible, but not emission coupled to the 4 to 20 emitter. High abundances are required unless the emission is from hot (T greater than 400 K) grains. The band shape differs from those of suspected interstellar emitting substances in having strong features longward of characteristic C-H bands. This structure may be due to alkyl side-chains characteristic of low formation temperatures. The band resembles, but is not identical to interstellar absorptions near 3.4 microns.
