The luminosity function of the main-sequence galactic halo population is derived from data in the proper motion catalog LHS, which is shown to be highly complete over most of the sky north of the Palomar limit. Selection effects are accounted for by Monte Carlo simulation. The number of proper motion stars remaining after due allowance has been made for white dwarfs, and main-sequence stars of the disk population, implies that the local halo density is about 1/600 of the disk density. It is argued that the observed numbers of proper motion stars are not consistent with the presence of an intermediate or 'thick disk' population with the usual assumed density and kinematics.
