Observations with HST of the intrinsic EUV spectrum of theup to now unique high-redshift QSO HS 1700+6416 has openeda new window of research: , Quantitative abundance studies(C N O Ne .....) in the halos of early galaxies via high-redshift metal absorption line systems (OVI to OIII, NIII-NV, NeIII-NeVII, SIII-SV, CIII, IV...); measurement ofshape and intensity of the ionizing UV background; firststudy of HeI at high redshift. , In the course of the Hamburgwide angle QSO surveys and subsequent IUE observations we haverecently succeeded in discovering one more unabsorbed high-redshift (z=2.90) QSO with comparable UV flux thatallow medium resolution spectroscopy with HST. Originally two otherQSOs were proposed to be observed but due to the importance of thislately discovered QSO (after the deadline of phase 1 proposals) we wereallowed to change the target by Bob Williams. , We propose totake GHRS G140L LSA spectra for Lambda < 1700Angstrom andFOS high resolution spectra for LambdaLambda 1700 -3280Angstrom with the aim (i) to measure C, N, O, Neabundances in several LLSs and metal line systems in orderto check and extend the results of enhanced O/C and Ne/Cratios (ii) to determine the shape and intensity of theionizing UV background, in particular as a function ofredshift (iii) to measure HeI 584, 537 as well as the HeIGunn-Peterson effect more reliably (iii) to study the Ly-alpha forest in the yet unexplored range 1<=z<=1.7 in anotherline of sight (iv) to
