A hypothesis for the birth of galactic cosmic rays in cosmic plasma pinches resulting from neck-type contractions that force plasma to jet outwards is presented. It is shown that the accelerated particle energy, E, has a power-law dependency of about E super -s, with index s = 1 + sq rt 3 = 2.732 at the moment of neck breaking or pinch disruption. This value coincides with an observed galactic cosmic ray index of 2.7. This result corroborates other evidence for the existence of electric currents in cosmic plasma.
