The very great step forward allowed by the successful HIPPARCOS mission will bring global astrometry to a stage at which many new applications to astrophysics and galactic kinematics and dynamics will become possible. The state of some basic problems is reviewed as it is at present and as it should be after HIPPARCOS. However, in many aspects, the milliarc second accuracy is not always sufficient. Some examples are given. In particular, the link of the reference system to extragalactic sources, dynamics in the Magellanic clouds, the cosmic distance scale, mass determinations and search for unseen companions, are some of the major problems that should be addressed by space interferometry, aiming at 0.00001 arc second precision for 100 to 1000 stars. But a 'super-HIPPARCOS' working in a global astrometry mode and giving positions and yearly proper motions of several million stars with an accuracy of 0.0001 to 0.00001 arc second would represent also a major contribution to astrophysics and galactic astronomy.
