The methods used to reduce and calibrate a catalog of stars and galaxies in an area of 2.2 sq deg near the north Galactic pole are described. Positions, magnitudes, areal profiles, and moment-related parameters are obtained for stars and galaxies on nine CFHT prime focus plates. A total of 40,011 galaxies were detected in the Ja band, and 38,954 galaxies in the F band; the merged J and F catalogs contain 21,574 matched galaxies that appear in both catalogs. The J, F, and M catalogs are used to obtain galaxy counts, color distributions, and mean colors as a function of magnitude. Slopes and zero points for the J and F number counts are in excellent agreement with counts by Tyson (1988) at J of greater than about 23, and match well counts at blue magnitudes brighter than +20 by Maddox et al. (1990). Given the areal and sky coverage of these surveys, it is concluded that the present results, combined with those of Tyson and Maddox et al., provide an excellent mean relation for galaxy counts as a function of blue magnitude over the sky.
