The evolution of D and He-3 in the disk of the Galaxy is followed, and the results are compared with the observed solar system and ISM abundances to infer their primordial abundances. For D, it is found that the primordial mass fraction is restricted to between four and nine parts in 100,000. For a primordial He-4 mass fraction of 0.23 +/- 0.01, this corresponds to a D/H ratio (by number) in the range 2.4-5.9. These bounds are used to reinvestigate the consistency of big bang nucleosynthesis and to derive stringent new bounds to the nucleon to photon ratio and to the number of new light elementary particles.
