I give an account of the fruitful scientific collaboration I had with
Tom Phillips in the early 1990s. It lead to the detection, with the CSO,
of a number submillimeter wavelength spectral lines of water vapor in
the interstellar medium and in circumstellar envelopes around evolved
stars.
