Recent advances in ground-based astrometry have pushed parallax precisions into the sub-milliarcsecond regime, thereby opening new scientific territory. We'll explore how narrow-angle astrometry provides a map of the territory and place recent results in context for The Decade of Astrometry from 2010-2020. Particular emphasis will be on studies of low luminosity red, brown, and white dwarfs, with intriguing results such as the 18% increase in the 10 pc sample since 2000 (www.recons.org). This new understanding of the solar neighborhood tips the stellar mass function significantly to the smallest stars. We'll also highlight efforts to discover, once and for all, the elusive first extrasolar planet using astrometry. Finally, we'll outline the unique strength of narrow-angle ground-based efforts --- their long time duration --- which is unlikely to be matched by surveys on the ground or in space in the
foreseeable future.
