The success of many methods for the remote sensing of the atmospheres of the earth and other planets is often associated with the existence of an analytic solution for the corresponding inverse refraction problem. In the present paper, a general solution to the inverse refraction problem is developed and analyzed. It is shown that this problem has a unique solution when a critical-refraction level is absent in the atmosphere. Depending on circumstances, it is possible to use both the analytic form of the solution of the inverse problem and effective numerical methods based on the FFT algorithm.
