The expected accuracy and number of Hipparcos proper motions are compared with ground based measurements. The use of these motions to investigate galactic kinematics and evolution is discussed. Hipparcos accuracy is as good as FK 4 and FK 5, and Hipparcos covers many more, and fainter, stars. Hipparcos particularly improves individual errors in the southern sky. For very small areas, e.g., 1 deg X 1 deg, ground or space telescopes are more accurate than Hipparcos. Hipparcos systematic accuracy is better than that of ground based fundamental systems. Applications of Hipparcos proper motions include the provision of reference stars for photographic astrometry, calculation of stellar orbits, computation of stellar birthplaces, and determination of galactic rotation.
