Radio two-color diagrams are constructed for quasars and radio galaxies as a function of redshift and for three strong complete radio samples as a function of survey frequency. Isometric ellipses are used in defining the spectral distributions of the two-color diagrams. Radio spectra of quasars with flat, increasing, and inverted spectra exhibit no significant dependence on redshift. Only the peaked and normal-spectrum quasars reveal any spectral correlation with redshift. The two-color spectral-redshift distributions for radio galaxies show an enhanced clustering in the normal spectral region with increasing redshift. Since redshift is strongly correlated with radio luminosity, this result is consistent with the work of other researchers who have found that the highest radio luminosity galaxies tend to have the steepest spectral indices. The radio two-color spectral distributions of quasars and blank fields as a function of survey frequency demonstrate that the blank fields tend to have relatively steeper high-frequency and flatter low-frequency spectral indices than the identified quasars.
