In view of the importance to contemporary cosmology, and to the understanding of the universe, of the precise nature of the cosmic microwave background (CMB) spectrum, the effects on this spectrum of contamination by other radiation fields of both Galactic and extragalactic origin are examined. Particular attention is given to the significance of measurements of the fluctuations in the 'background' radiation detected at 10.46 GHz. It is concluded that these fluctuations are of the same magnitude as those expected from Galactic cosmic-ray effects.
