The nonstationary dynamics for the rotating superfluid systems such as pulsars or container with He-II is studied involving the spatial dependence for friction of Feynman-Onsager vortices. The solutions describing the relaxation of the angular rotation velocity of the system and its derivative after the initial jump of these quantities are obtained. It is shown that in the superfluid cores of neutron stars the limit of the strong vortex - normal component coupling occurs. The superfluid relaxation times are of the order of some 102days and large enough, so as the core would be responsible for the microjump relaxation of pulsars.
