We have used the EBIT-II electron beam ion trap at the Lawrence Livermore National Laboratory coupled with a microcalorimeter spectrometer built at the NASA/Goddard Space Flight Center to measure the effective electron impact excitation cross sections of the strong L-shell transitions in neon-like Fe XVII, particularly, the 3s to 2p transitions between 16.78 and 17.1 angstroms, known as 3F, 3G, and M2. The cross sections were determined by simultaneously measuring both the X-ray emission produced by electron impact excitation and from radiative recombination (RR). By normalizing the RR emission features to their theoretical cross sections, and in turn, normalizing the measured direct excitation emission to the radiative recombination, the cross sections for direct excitation are brought to an absolute scale. Our analysis includes a discussion of the effects of polarization and the different theoretical values available for radiative recombination cross sections. These results follow the absolute cross sections of the 3d to 2p 3C and 3D lines measured by our group and reported earlier (Brown et al. Physical Review Letters, 96, 253201, 2006) Our results will be used as another benchmark for theoretical calculations and also for interpreting X-ray emission from a variety of celestial sources.
