Observations of H-alpha emission were made in the directions of 24 high-galactic-latitude pulsars with a 150-mm-diameter Fabry-Perot spectrometer. If the pulsar pulse dispersions and the diffuse H-alpha emission are both produced by the same ionized regions, then a comparison between the dispersion measure (DM) and the emission measure (EM) in each pulsar direction can be used to set limits on the average electron density within the ionized regions and on the fraction (f) of the line of sight through the galactic disk occupied by these regions. The results indicate that the average electron density is between 0.07 and 0.5 per cu cm, while f is at least 0.1. Therefore, both DM and EM could be accounted for by a fully ionized component of the intercloud medium. However, a contribution to EM by higher-density, more localized regions cannot be ruled out.
