This is primarily an appeal for help. The most important part of XSPEC is the model library which has provided a way for theorists to make their models available to observers and observers to be sure they are all using the same model when they do comparisons. I would like to extend these benefits beyond the high-energy regime. This will require a few internal changes to XSPEC but the major effort is in extending the model library. I hereby solicit suggestions for useful models, especially those for which public-domain code is available.
