The cold beam of particles propagating along the polar axis of the galactic magnetic dipole field is studied. It is found that this beam of particles excites both longitudinal and transversal linear plasma waves moving along the magnetic field. Quasi-linear theory is used to study the influence of Alfven waves. It is concluded that the scenario of a highly relativistic electron/positron beam moving from the active galactic nuclei to the first hot spot of the radio jet is incorrect.
