We present here the results of studying of interstellar plasma inhomogeneities spectrum based on different kinds of pulsar observations. Using the theory of diffractive and refractive scintillation and pulsar observations at different frequencies, we construct a composite structure function of phase fluctuations in the wide region of turbulence scales: (10^{6} div 10^{17}) m. We found that an outer scale of plasma spectrum is about 10^{15} m and for scales (10^{6} div 10^{14}) m the spectrum is close to Kolmogorov one.
