Investigations of the spatial distribution of galaxies by Neyman, Scott and Shane are based on the simplifying assumption that the regions in the sky covered by their work are free from irregular galactic absorption, attributing the observed deviations from randomness to an intrinsic property of the metagalactic system. An alternative interpretation of these observations, due to Ambartsumian, claims that the spotty distribution of galaxies is a consequence of the assumed cloud-like structure on the the interstellar medium. On this work we conclude that the simplifying assumption of Neyman, Scott and Shane, neglecting the fluctuations of interstellar extinction as a factor in the observed nebular counts, is essentially correct.
