Attention is given to the electric-field correlation and the surface-oscillation spectrum of an inhomogeneous plasma cylinder whose temperature distribution is inhomogeneous and anisotropic. The correlation function of the electric field is determined from the radial electron-temperature. The spectral correlation function reaches a maximum at a frequency that coincides with the natural frequency of surface oscillations. The real part of the surface-wave frequency is determined by decrease of density with increase of cylinder radius, while the damping of these waves is associated with the density gradient in the region of rarefied plasma.
