These papers deal with recent advances in IR astronomy, observational techniques, and proposals for high-altitude and spaceborne IR astronomical projects. Topics include observational possibilities in the IR of relevance to interstellar matter, a far-IR spectroscopic experiment for the ASSESS II mission, a 1.5-m IR telescope, stratospheric balloons as high-altitude platforms for space research, a four-channel far-IR photometer for use with a balloon-borne telescope, a balloon-borne interferometer system for measuring the microwave background radiation and terrestrial atmospheric emission, and an analysis of atmospheric attenuation in the 8-13-micron window. Other contributions discuss a visible/IR atmospheric radiometry program, properties of the 2.7-K microwave background, distortions of the microwave radiation spectrum by primordial perturbations, properties of dust grains in H II regions, observations of hot stars with a filter-wheel IR photometer, the use of submillimeter Fourier spectrometers to detect line emission from molecular clouds, and a possible model for the peculiar object MWC 349.
