A theory that was previously employed to obtain the Doppler-shift distribution of photons emitted by objects possessing an isotropic Maxwellian velocity distribution with an arbitrary mean motion in an isotropic homogeneous nonstatic universe is extended into the domain of mean velocities and velocity dispersions comparable to the speed of light by using the distribution function appropriate for an equilibrium relativistic gas. It is assumed that the number of photons emitted by each object is isotropically distributed in the reference frame of a fundamental observer near the object, so that only the Doppler shift of each photon need be considered. The mean and the next three moments about the mean of the Doppler-shift distribution are computed as functions of three parameters for five values of the direction of motion of the group of objects in the fundamental frame, seven values of the speed of the group of objects in the fundamental frame, and ten values of the velocity-dispersion measure. The results indicate that for any velocity of the group of objects, a dispersion measure can be found such that a redshift ensues.
