An analysis is performed of the evolution of quasar/AGN activity in rich clusters by combining samples of both radio-loud quasars (RLQs) and radio galaxies. Using data from the literature, the optical luminosity function (LF) of radio-loud quasars is modeled, and the model is used to study the LF evolution and its dependence on cluster environment. It is demonstrated that low-redshift radio galaxies and optically bright RLQs at higher redshift may form a single-parameter family. The level of activity in radio galaxies at the current epoch is consistent with the extrapolation of the evolution of RLQs. It is also shown that, if RLQs in all environments have the same bright-end LF slope, then AGNs in rich galaxy clusters evolve 5-6 times more rapidly than those in poor environments. By studying the properties of environments hosting a wide range of AGN activity, the dominant environmental parameters important for the occurrence of quasar activity can be determined.
