Data collected on solar flares accompanied by Type 4 radio emission, developed in frequency from micrometric to metric wavelengths, were analyzed. The period considered was from 1957 to 1969. Cosmic ray intensity was determined using the revised data of high latitude neutron monitors at sea level up to December 1965; after 1965 the Deep River Neutron Monitor data were used. Results show that the decreases in the cosmic ray intensity, apparently related to the central meridian passage of intense active regions, are produced by the solar flares occurring in the same regions and accompanied by Type 4 bursts. Further transient decreases, generally of lower amplitude, are due either to Type 4 solar flares occurring beyond the east limb of the sun to solar wind of enhanced velocity coming from coronal hales.
