Constraints on the UV/X-ray spectrum of quasars as possible sources of ionizing background radiation at large redshifts are discussed. A high UV flux density is needed to satisfy the requirements of the Gunn-Peterson test. On the other hand, a substantial fraction of the soft X-ray background that has already been resolved into sources yields a fairly strong upper limit on the X-ray flux from the plausible sources of the ionizing radiation field. It is shown that the UV/X-ray spectrum of these sources must be significantly softer than the observed spectrum of relatively nearby quasars. Similar constraints on the spectrum follow from the detection of singly ionized helium absorption in the spectrum of the z = 3.3 quasar Q 302-003 by the Hubble Space Telescope. Thus, observations of the soft X-ray background pose a severe problem for quasars as the principal sources of the UV background.
