The calculation of the radial coupling between the nuclear motion and the electronic structure which induces charge transfer at low energy is discussed, and the utility of the force operator form for computing the coupling between large configuration-interaction wave functions is demonstrated. Many properties suggest that such couplings will be useful in constructing the diabatic scattering states; the agreement with available matrix elements computed numerically is excellent.
