The excess secondary antiproton concentration observed in cosmic rays relative to that predicted by calculations based on accelerator data and existing models for cosmic ray propagation is considered in terms of a modified closed galaxy model. It is shown that the observed cosmic ray antiproton/proton ratio can be obtained if approximately 50% of the observed cosmic ray nucleons are of recent (10 million years) origin and propagate according to either the modified leaky box model or the nested leaky box model, and the remainder is the result of the total confinement of cosmic rays in the galaxy. Calculations of the secondary positron spectrum in cosmic rays based on this modified closed galaxy model are also shown to be in agreement with the observations. Inconsistencies in the modified leaky box model are pointed out which favor the use of the nested leaky box model, in which a fraction of the matter traversed by cosmic rays in the source regions is energy dependent, and an enhanced D/He ratio and He-3 abundance is predicted on the basis of the modified closed galaxy model.
