Arguments are given for the formation of bars in SB galaxies as a result of instability of radial orbits. The simplest quantitative theory of that instability is used to calculate the characteristics of the central minibars found earlier in the numerical experiments of Athanassoula and Sellwood [Mon. Not. R. Astron. Soc. 221, 213(1986)] (but incorrectly interpreted by them). Possible ways of improving the theory are discussed. Some new approaches to numerical simulation of collisionless gravitating systems are suggested, in particular.
