The interpretation of observations used in support of a Friedman-Robertson-Walker cosmological model is discussed. It is shown why near homogeneity of the matter density is sufficient but not necessary for the Friedman-Robertson-Walker metric to provide a good description of the observed universe. The primary importance of deviations from uniformity in the gravitational potential is explained in relation to observations of matter and radiation in the Universe.
